From the article, “The new rules will mean that any book published exclusively as an e-book can be considered by judges in the categories of fiction, nonfiction, poetry and young people’s literature on its “literary merit” just like any other book. To keep individuals from submitting their own vanity e-books, a title will be eligible only if it has been submitted by a publisher who publishes other authors. (A catalog may be requested to verify this.)…Ironically, under the new rules digital versions will be accepted only in a printed-and-bound form.”
